DMW and RAFEA Seal Collective Negotiation Agreement for Employee Welfare and Partnership
The Department of Migrant Workers (DMW) and the DMW Rank-and-File Employees Association (RAFEA) have officially signed the 2025 Collective Negotiation Agreement (CNA), marking a significant milestone in promoting the welfare, rights, and development of government employees under the DMW.
Signed by DMW Secretary Hans Leo J. Cacdac and RAFEA President Dunhill D. Alcantara, the agreement embodies the shared commitment of both parties to foster a harmonious and productive workplace anchored on the principles of public accountability, employee participation, and good governance.
The CNA covers key provisions on economic benefits, employee wellness, and career development, including support for continuous education, recognition of exemplary performance, and the institutionalization of RAFEA’s participation in various DMW committees. It likewise affirms RAFEA’s status as the sole and exclusive negotiating agent of all rank-and-file employees, strengthening the platform for social dialogue within the Department.

RAFEA Recognized as the Sole and Exclusive Negotiating Agent of DMW Rank-and-File Employees
The Bureau of Labor Relations (BLR) has officially issued a certification recognizing the Department of Migrant Workers – Rank-and-File Employees Association (RAFEA) as the Sole and Exclusive Negotiating Agent (SENA) of all regular rank-and-file employees of the Department of Migrant Workers (DMW).
This certification marks a historic milestone in RAFEA’s journey toward formal recognition as the exclusive bargaining representative of DMW’s rank-and-file employees. It underscores RAFEA’s steadfast commitment to advancing the rights, welfare, and professional growth of its members while strengthening workplace harmony and collective participation within the Department.
